Why do Pine Belt crawl spaces stay damp?
Hattiesburg has a humid subtropical climate with hot, humid summers and averages roughly 64 inches of precipitation a year. The traditional answer to crawl space moisture was venting, but the U.S. Department of Energy's Building America program notes that in humid climates, outdoor air is often more moist than crawl space air, which can lead to moisture, mold and pest problems. Its research on sealed, conditioned crawl spaces found humidity reductions of more than 20 percent and heating and cooling savings of 15 to 18 percent compared with vented crawl spaces.
What does the code say about vented crawl spaces?
Under Section R408 of the International Residential Code, a vented crawl space generally needs at least 1 square foot of net vent area for every 150 square feet of crawl space, with an opening within 3 feet of each corner. If the ground is covered with an approved Class I vapor retarder, the requirement drops to 1 square foot per 1,500 square feet.
What does it say about sealed crawl spaces?
Section R408.3 allows a crawl space without vents when the exposed earth is covered with a continuous vapor retarder, joints overlap by 6 inches and are sealed or taped, and the edges extend at least 6 inches up the stem wall and are sealed to it. The space also needs a moisture-control method: continuous mechanical exhaust at 1 cubic foot per minute per 50 square feet, a conditioned air supply at the same rate, use as a plenum where allowed, or, in newer editions, dehumidification sized at 70 pints a day per 1,000 square feet. Ask the company which method it proposes and how it meets the code your local office enforces.
Who issues permits?
- Hattiesburg. The city's residential services page says a permit is generally required to construct a new residence or to repair or alter an existing one, that some minor repairs may be exempt, and that work must be inspected before it's covered. It lists the 2018 IRC. In July 2026, WDAM reported the city was considering adopting the 2024 international codes for new construction, major renovations and permitted work.
- Petal. The City of Petal Building Department takes permit applications and performs building, electrical, plumbing and HVAC inspections.
- Unincorporated Lamar County. The county says it has no structural building codes outside city limits and does not inspect single-family residential construction, but it requires a flood permit for any structure that needs a utility.
- Other towns and unincorporated Forrest County. Check with the town hall or county before work starts.
Which Mississippi licenses apply?
- Residential remodeler. Miss. Code 73-59-1 defines a remodeler as someone paid to make improvements to an existing residence when the cost of the improvements exceeds $10,000. Licenses are issued by the Mississippi State Board of Contractors.
- Residential builder. The same section covers new homes where the cost exceeds $50,000.
- Home inspectors. Under Miss. Code 73-60-9, no one may engage in the home inspection business without a license from the Mississippi Real Estate Commission.
What should I know about flooding?
Hattiesburg grew up at the confluence of the Leaf and Bouie rivers. Forrest County reports that the 1974 flood set the Leaf River record of 34.03 feet at the USGS gauge at Highway 11. The USGS later published flood-inundation maps for about 1.7 miles of the Leaf River between Hattiesburg and Petal, designed to be used with real-time river levels and National Weather Service forecasts. Crawl space drainage and encapsulation handle routine rain and groundwater. They are not flood protection. After any flood, wet insulation and liner should come out and the structure should dry before it's sealed again.
Questions to ask a crawl space company
- What's causing the moisture, and what will you fix first?
- Which moisture-control method are you proposing, and why?
- Is a permit needed at my address, and who will pull it?
- What's your Mississippi State Board of Contractors license number?
- What maintenance will the system need, and what's warrantied in writing?
Common questions
Do I need a permit to encapsulate a crawl space in Hattiesburg?
The city says a permit is generally required to repair or alter an existing residence, and some minor repairs may be exempt. Call the city's building line or have your contractor confirm.
What is the Mississippi remodeler license threshold?
Under Miss. Code 73-59-1, a residential remodeler license is required when improvements to an existing home cost more than $10,000.
Does Lamar County inspect crawl space work?
Not for single-family homes outside city limits. The county says it has no structural building codes there, though it requires a flood permit for structures needing utilities.
